Beginning on January 1, 2024, every building owner must have an observation of the parapet on their building(s) performed in accordance with the requirements of Section 28-301.1.1 of the New York City Administrative Code.
The observation must include close-up inspections of the entire parapet which could be conducted from a fire escape or roof. See 1 RCNY §103-15 for more information on observation and report requirements.
The observation must include (at a minimum):
AMR is prepared for 1 RCNY §103-15 with experienced personnel and years of experience on similar inspection projects. Along with physical surveys and inspections of the facade, roof, and other areas, AMR is fully equipped to specify repairs (if required), generate reports, prepare drawings and bid packages, coordinate the bid process with contractors, and provide the necessary construction monitoring services to ensure repairs are completed properly, on time, and on budget.
If you have a parapet on your property, please contact us to schedule a meeting and preliminary review to begin the parapet inspection process. As with the FISP deadlines for filing a report with the city, the yearly inspection requirements will be enforced so don't delay.
Title 1 of the Rules of the City of New York §103-15 (1 RCNY §103-15) requires that owners of buildings with parapets fronting the public right-of-way (public street, avenue, sidewalk, roadway or any other public place or public way), regardless of height, are required to have an annual observation of the building's parapet performed.
What Properties Are Exempt?
- Detached one- or two-family homes
- Buildings with a fence or other barrier preventing access to the exterior wall
Report Requirements:
The person performing the observation (or the owner in consultation with the person performing the observation) is required to prepare an inspection report. Owners must maintain these observation reports for at least six years and make the reports available to DOB upon request. Review 1 RCNY §103-15 for more information about the observation and report requirements.
